Plesk leans further towards developers: Git deployment, Node.js application management and the Laravel toolkit are built in rather than bolted on. cPanel is more widely known and a little simpler. If you already know one, that is usually the right reason to pick it.

Not on these plans. Plesk's Docker extension needs root access to the server, so it belongs on a VPS or a dedicated server rather than on shared hosting.
